Orange County CPS caseworker arrested
Chester. Julie Persaud has been charged with the felonies of health care fraud and grand larceny.

The Orange County Sheriff’s Office announced the arrest of 36-year-old Chester resident Julie M. Persaud, an Orange County CPS caseworker. An investigation by the sheriff’s office and the Orange County White Collar Crimes Task Force allegedly uncovered a scheme involving falsified invoices that were submitted to defraud the New York State Office for People With Developmental Disabilities (OPWDD) program serviced through Medicaid. According to the sheriff’s office, Persaud allegedly manipulated invoices digitally, resulting in personal profit of over $14,000.
Sheriff Paul Arteta emphasized our commitment to justice, stating, “This arrest serves as a clear message that we are unwavering in our dedication to protecting public funds and delivering justice. Fraudulent activities by public servants, particularly those defrauding a program for disabled individuals, will not be tolerated.”
Persaud has been charged with two counts of health care fraud in the fourth degree, a class E felony, and two counts of grand larceny in the third degree, a class D felony.
She was issued an appearance ticket returnable to the Town of Blooming Grove Court.
