Travis M. Stuart, 40, of Monroe, was charged with criminal obstruction of breathing and two counts of fourth-degree criminal mischief, misdemeanors. He was released on his own recognizance.
Sept. 22
Salvadore Reyes Melendez, 43, of Chester, was charged with second-degree reckless endangerment, second-degree obstruction of governmental administration, third-degree aggravated unlicensed operation, first-degree leaving the scene of an accident, failure to show license/identification, driving while intoxicated, and reckless driving, misdemeanors. He was released to a third party.
