Sept. 21 James Dunphy, 32, of New Holland Village, Nanuet, was charged with aggravated unlicensed operation, a misdemeanor. He was released to appear in Village Court on Oct. 20. Sept. 24 Joel Mizrahi, 24, of Hayes Court, Monroe, was charged with aggravated unlicensed operation, a misdemeanor. He was released on $100 bail pending an Oct. 20 court appearance. Sept. 27 Arthur Dally, 47, of Church Street, Harriman, was charged with criminal mischief, a misdemeanor. He was released on $100 bail to appear in Village Court on Oct. 20.
