MONROE — Rained out on Saturday, the Village of Monroe's second annual winter festival rebounded Sunday with a float parade throughout the village and holiday activities around Millpond Parkway.
In the evening, a bonfire and hot chocolate provided warmth to those who stayed late to enjoy the last moments of the day's festivities.
